THE EMPLOYMENT OF 300 UNEMPLOYED PEOPLE WITH PERMANENT DISABILITIES WILL BE SUPPORTED

The Employment Agency conducts a procedure for selection of a contractor to support the employment of unemployed persons with permanent disabilities or belonging to other disadvantaged groups on the labor market.

The contractor will be provided with funds for "supported employment", ie for assistance and employment for at least one year of the unemployed from these groups.

The National Action Plan for Employment for 2021 provides funds to support the employment of a total of 300 unemployed people with disabilities or other vulnerable groups.

Up to BGN 1,000 will be provided for each unemployed person from these groups referred by the labor office, who has been arranged with the assistance of the contractor for a non-subsidized job for a period of not less than 12 months.

The funds are provided to specific private intermediaries selected as contractors after the tender procedure. For this purpose, the approved candidates will be contracted with payment depending on the final result - employment under an employment contract for a period of not less than 12 months, regardless of the type and volume of services provided before the establishment and during the work of the appointed under the measure unemployed.

The amounts are paid in two parts - until the expiration of the first month and after the expiration of the 12th month from the conclusion of the employment contract with the person.

The procedure for applying for and using the preferences is regulated in Art. 37a of the Regulations for implementation of the Employment Promotion Act. The procedure conducted by the Employment Agency under the Public Procurement Act provides an opportunity to apply for 9 separate positions, formed on the basis of the territorial scope of the 9 Regional Employment Services.

BULGARIA, ROMANIA, CROATIA - WHOSE ECONOMY WILL GROW THE FASTEST?

The world economy is gradually recovering from the pandemic, and this is already being felt in both larger countries and smaller economies. EU member states have reopened their economies, which has immediately boosted the services sector. The recovery of consumption is already underway and will intensify in the coming months, the European Commission predicts in its summer economic forecast.

The EU Balkan countries are also feeling the positive change. Bulgaria, Romania and Croatia are showing enviable economic growth, the bad times seem to be behind them. Romania's economy will grow by 7.4% in 2021, putting it at the forefront of growth not only in the region but throughout the European Union.

The champion Romania

The Romanian economy has gained momentum in the first 3 months of the year, wages have risen, boosting consumption. Private consumption will remain very stable, supported by the lifting of restrictions, especially in sectors heavily affected by the pandemic, such as the arts, entertainment, restaurants and hotels.

Investment will remain strong, supported by both the private and public sectors, and industrial activity will expand in the coming months, as evidenced by the steady increase in orders. Romania's exports need to improve due to the ongoing recovery of the country's main trading partners, but the contribution of net exports to growth is expected to remain negative over the forecast horizon, the EC expects.

Inflation is also likely to rise due to high energy prices, as well as the recovery in demand. Annual consumer price inflation has risen from 1.8% in December 2020 to around 2.7% in April 2021 and is expected to average 3.2% throughout the year before declining to 2.9 % in 2022, predicted by Brussels.

Romanian Prime Minister Florin Chitu said Romania's economy would grow by nearly 7% in 2021 amid government policies that stimulate investment. In the crisis year of 2020, Romania's economic output shrank by 3.9% compared to 4.1% in 2019.

Stable Croatia

The Croatian economy will grow by 5.4% this year and 5.9% in 2022, taking advantage of boosting consumption, construction, industry and tourism prospects.

New jobs are being created in the hospitality, IT and construction sectors, supported by strong investment performance. Investment growth will accelerate throughout the year, for which the Recovery and Sustainability Plan will play an important role.

The tourist season in the country will remain well below the levels of 2019, but will be significantly better than last year. As a result, exports of services should show strong growth. Exports of goods are also expected to perform well, driven by strong demand from key trading partners. Inflation remains low, but is expected to continue to rise, driven by services and processed foods. The EC expects it to increase by 1.5% this year and 1.3% in 2022.

However, Croatia has something to catch up with, as the country's economic output shrank by as much as 8% last year. Its economy was among the hardest hit by the crisis, along with those of Spain, Italy and Greece.

Unsure Bulgaria

Bulgaria's economy will grow by 4.6% in 2021, visibly weaker than Romania and Croatia, but still 1.1 percentage points higher than previously expected. Moderate growth of just over 4% will continue in 2022. Growth in Bulgaria is slightly below the EU average (4.8%), significantly lower than in Hungary and Slovenia, but close to that in Slovakia, Estonia and Poland.

Despite the constraints associated with the pandemic, real GDP grew by 2.5% on a quarterly basis in the first 3 months of 2021, mainly due to exports and private consumption. Bulgaria's economic output fell by 1.8% on an annual basis in the first quarter of 2021, after an annual decline of 3.8% in the fourth quarter of 2020, according to the NSI.

Consumer demand may be stronger than expected, but due to the slow vaccination against COVID-19, there is a danger of a new blockade by the end of the year.

In 2022, household consumption is expected to continue to increase, in line with the improving labor market situation. Exports of goods and services will also increase due to rising external demand and the lifting of restrictive measures. The implementation of the Recovery and Sustainability Plan will support investment in 2022.

Inflation is set to accelerate to 1.9% in 2021 due to expected higher energy prices and some side effects of higher fuel prices. Non-energy industrial goods and processed foods are also projected to maintain stronger price dynamics. In 2022, consumer price inflation is expected to reach 2.5%, supported by aggregate demand.

THEY GIVE UP TO BGN 20,000 TO PEOPLE WITH DISABILITIES TO START A BUSINESS

Projects of people with disabilities who want to start their own business will be funded by up to BGN 20,000 from the state.

Applicants must have 50 or more 50% reduced working capacity and no sole proprietorship or partnership. They will have the opportunity to cover costs related to the establishment of a new enterprise, construction activities, equipment of the created jobs. The financial support can also be used for working capital and a short training course for the business owner. This was announced by the Agency for People with Disabilities, which is collecting proposals until August 16.

The institution will also support projects of specialized enterprises and cooperatives of people with disabilities, the aim of which is to stimulate the employment of people in a specialized environment. The projects will provide an opportunity to build an online platform with a website to promote the services and products of enterprises. Under the procedure, up to BGN 80,000 can be granted, and documents must be submitted by August 26.

The agency announces a competition for financing projects and for the construction of an accessible architectural environment of cultural, historical and sports sites. The right to participate have state, municipal, economic and non-governmental organizations, registered under the Bulgarian legislation and owning or managing the sites.

Up to BGN 12,000 can be allocated for the construction of ramps, paths for people with visual impairments, adaptation of the entrances or exits of buildings, installation of signals for people with hearing or visual problems. Up to BGN 15,000 can be allocated for the improvement of the internal environment, and up to BGN 50,000 for the construction of new and reconstruction of existing elevators or platforms. The proposals must be sent by September 14.

The National Employment Program for People with Disabilities also provides an opportunity for financing up to BGN 10,000 for employers to provide access to existing or new jobs for people with permanent disabilities of working age. The same amount may be allocated to them for the adaptation of existing jobs or for the equipment of new ones. Up to BGN 1,000 can be obtained for acquiring additional qualification or re-qualification of a worker with a disability. Documents must be submitted by August 17.

THE TERM FOR INTEREST-FREE LOANS HAS BEEN EXTENDED

The government has decided to extend the application period for the Interest-Free Financing Program for Individuals, implemented by the Bulgarian Development Bank (BDB). The loans are for the protection of people deprived of the opportunity to work due to the COVID-19 pandemic.

The term is extended until August 31 or until the expiration of the guarantee limits for financing by the partner banks, whichever occurs earlier.

The decision is dictated by the fact that five of the commercial banks that have concluded financial agreements with BDB are still financing under the Program. Judging by their pace, if the application period is not extended, the warranty limit will remain free and unused.

A change in the decision of the cabinet from 2020 was also adopted - for BDB to become a sole joint-stock company. The decision will help the effective implementation of the Program assigned to BDB to overcome the consequences of the pandemic.

WHAT BENEFITS DOES THE EMPLOYER DUE WHEN SENDING A BUSINESS?

Upon posting, the employee has the right to receive not only his gross salary but also travel, daily and accommodation money under conditions and in amounts specified in the Ordinance on business trips in the country and in the Ordinance on business trips and specializations abroad. On the basis of the indicated normative acts the employer issues an order for business trip in the country or abroad. The posting order shall specify the daily, travel and accommodation allowances to which the posted worker or employee is entitled.

Compensation for relocation - Art. 216 CT

The employer owes compensation to the employee in case of "relocation" in the following cases:

  1. a) change of the place of work from one settlement to another;

In order for the employer to be obliged to pay the employee the relocation costs (travel expenses for him and his family members, the costs of moving his furniture, remuneration for the days of travel and for another 2 days) it is necessary to achieve agreement. Therefore, the obligation of this benefit is made conditional - only if an agreement has been reached between the parties to the employment relationship.

  1. b) termination of employment not through the fault of the employee or not at his request with notice, when the place of work under the terminated employment is different from the place where the employee lives permanently;

For the return of the employee to his/her permanent residence, the employer may pay the travel expenses for him/her and his/her family members and the expenses for the transfer of the furniture, when an agreement has been reached between the parties.

  1. c) when, in accordance with the procedure provided by law, the employee is transferred or has been transferred to a permanent job in another settlement not at his request.

The employee is entitled to compensation in the amount of the relocation costs. When the distance to the settlement of the new job is over 100 kilometers and the relocation is for a period of more than 1 year, the employee is paid the agreed one-month salary for the new job and remuneration of one quarter of the same amount for each family member, supported by the employee.

In this case, it is not necessary to reach an agreement between the parties. The benefit is a subjective right of the employee and is paid by the employer with whom the employee is transferred to work.

The compensations under art. 216 LC are not subject to taxation.

MINIMAL MONEY IS TAKEN BY EVERY THIRD UNEMPLOYED BULGARIAN

Every third unemployed person in our country receives the minimum unemployment benefit. This is shown by data from the National Social Security Institute for last year. Nearly 40 percent of the unemployed people received from BGN 15 to BGN 25 per day. Compared to 2019, the number of people with such benefits has more than doubled, and their share of the total number of recipients has increased by 12.9 percentage points.

With a maximum benefit - of BGN 74.29 per day, in 2020 there were only 5.3% of all unemployed. Their number has even decreased by 5.1% compared to the previous year. 71.5% of all those receiving the maximum amount have a benefit granted under European regulations. This means that these people worked abroad, where they also received higher salaries. Most often, minimal compensation was received by workers whose contracts were terminated at their request or with their consent, explain the experts of the National Social Security Institute.

The amount of unemployment benefits in our country is determined per day. It is 60% of the average daily remuneration or the average daily income on which the employee's social security contributions have been paid for the previous 24 months. The compensation cannot be less than the minimum and higher than the maximum daily amount, which is determined each year by the law on the state social security budget. Last year, the unemployed received a minimum of BGN 9 per day, but from October 1, 2020, due to the pandemic, the threshold was increased to BGN 12 per day. The maximum daily amount of unemployment benefits for 2019 and 2020 is BGN 74.29.

The crisis with COVID-19 has dealt the most serious blow to the labor market in the capital, according to NSSI data. It is in Sofia that most people received unemployment benefits in 2020 - 13.8% of all eligible. Compared to 2019, their share has increased by 5.8 percentage points. In absolute terms, the increase in this area in 2020 (31,555) is 2.7 times compared to 2019 (11,736).

People with long experience are most affected

People with long insurance experience have been most severely affected by the effects of measures to overcome the COVID-19 pandemic, according to the NSSI analysis.

It is the number of people with more than 15 years of experience that increases the most among those who received unemployment benefits in 2020. They are entitled to the longest period of receiving benefits - 12 months. Their number has more than doubled, and their share in the total number of persons entitled to compensation has increased by 5.1 percentage points.

The number of people with unemployment benefits in 2020 is increasing compared to the previous year in all groups, with the most people with a length of service of 3 years and 1 day to 7 years. They are entitled to compensation for a period of 6 months. Their share is 23.2%, and compared to 2019 it has decreased by 1.9 points. n. In absolute terms, their number has increased by 43.9% compared to 2019.

DOUBLE-DIGIT GROWTH IN JOB ADVERTISEMENTS - IS THE ECONOMY REVIVING?

There is a double-digit growth in job advertisements in all sectors, according to a study by a company engaged in career development, and in some sectors it is even three-digit. The most noticeable is the enthusiasm in the IT sector, where the number of job offers has increased by 110% compared to June 2020, the data show. Job ads in June exceeded 50,000, an increase of 67% on an annual basis. Compared to the previous month of May, however, there is a slight decline of 4%, according to the monthly analysis of the labor market of the HR company. What does this mean for our economy and is this trend positive? Since the beginning of the pandemic, the IT sector has been among the most stable, with a decline in demand for new staff only in the months of the second lockdown (November and December 2020), when all other industries were negatively affected. Second and third in growth are the sectors "Logistics and Transport" and "Production", in which for one year the ads have almost doubled - by 96% and 91%. Followed by the sectors "Accounting, audit, finance" (90%), "Hotels and restaurants" (83%), "Trade and sales" (78%), "Marketing and advertising", "Administrative activities", "Art", " Construction "and" Health and Pharmacy ".

"The thing we started doing at the beginning of the pandemic last year is to follow a little more closely the dynamics of job postings on online sites in Bulgaria. Every month we provide data on what is happening and in fact what we noticed last June. is that the level of ads has risen by nearly 70%." says an operations manager at the company that conducted the study.

WAGE DECLINE IN ROMANIA

The average net salary in Romania is falling for the second time this year, BTA reports. In May, employees received an average of about 70 lei (the euro was exchanged for 4.92 lei) less than the previous month, according to Digi TV24, citing data from the National Statistical Institute in Romania.

The most significant decline was reported in the banking sector, the data show.

In May 2021, the average net salary in the country was 3,492 lei, nearly 2 percent lower than in April. This means a decrease of 69 lei.

The television notes that the main reason for the lower pay in May compared to the previous month are the bonuses and bonuses for Easter, which were included in the salaries for April.

The salaries of those working in the banking sector have fallen the most, with the reduction reaching about 21 percent. Next are those working in the insurance and telecommunications sectors.

At the other pole with the most significant increase in the average net salary are those working in the coal industry and in the extraction of oil and natural gas.

The opening of hotels and restaurants, as well as the resumption of travel, have had a positive impact on the labor market, with employees in these areas receiving up to 7 percent higher pay.

The highest salaries remain in the IT sector, where employees receive an average of 8,192 lei per month. The hotel and restaurant industry, despite a slight increase in May, remains at the bottom of the ranking with 1850 lei per month.

Romania's previous decline in the average net salary was reported in January, when employees received about 225 lei less than the previous month. The decline was then explained by Christmas bonuses and bonuses included in December salaries.
